Of course.  There should be appropriate legislation to force stations to
provide a listenable signal only to the COL.  Oops -- isn't that what IBUZ
is all about?  But I digress.  Just like, to solve the problem of obesity in
this country, clothing manufacturers are being required to make womens'
dresses in size 3 only.  <g>
