[BC] Cuban broadcasts

The big old huffer puffer plate modulated beasts Cuba was using were mostly  
Czech built and when Russia pulled out, there went the funding for the massive 
 power grid and expensive tubes.  Cuba has enough trouble keeping the campo  
lite. The last few years China has been providing transmitters,  gone are  the 
days of massive millivolts across the Florida straits.
Now it's lots of boxes with less power.
