The FCC still controls all of the application windows and can open and
close
them on any broadcast service they wish. They could open a window for AM
station FM Translators and then open NCE-FM, LPFM, FM Translators in the
coming
years or not at all.

It will be interesting id the open a window for applications and if it will
cover all the daytimers in a town or how they will make the determination as
to how a stations is picked for the FM channel.

Lottery, bidding, oldest daytimer, who has the most money????. Lets face
it, if they give every daytimer an FM translator, will they run them just at
night as the few are now allowed or will they run them 24 hours??

Think IBOC has interference....we'll see.
