[BC] Flipped outlets.

 All such switched outlets should be split in two (easily done by removing a
small jumper tab) so that one half is switched and the other is continuous.
This way you have both.  This is such a useful improvement I think it should
be required in the code but contractors oppose spending even the little
extra it would cost to run three-wire cable instead of two.
