Those laws are unfair. In New York City a landlord has no right to 
enter your apartment except in in cases of emergency. That's usually 
limited to water line breaks and fire. He has absolutely no right to 
enter without your permission just to see what's going on. Usually, 
the first he learns about it is when the windows get blown out.
