[BC] Iowa Pirate

[Jeff Allen]

Sounds like a guy here that was shutdown recently.  He claimed he was
licensed by the State of Idaho Commerce Department to broadcast with 50
watts, and was planning on an upgrade to 500 watts soon.  Feds came and took
his stuff.
