It might be solid leg part of the way up, and tubular the rest of the way.

There's at least one 1965-vintage Stainless G-10 in Philadelphia that
was designed that way -- solid 4.5" legs to the 400 foot level, then
3/4" and 1/2" wall tube the remaining ~ 600 feet.  This complied with
the RS-222-C (50/33 psf) code in effect at that time, but would
probably not meet any later revisions.
