So far as I know, only the licensee. In the cases I've seen the 
Lessee takes care of everything but the licensee retains all 
responsibility any licensee would. If the Lessee wants to run Howard 
Stern, Mancow, etc. I'd be sure I had a very good law firm  Your name 
is on the license and your name will be on the FCC's communications 
with the station.
