[BC] Cell phone activations

It has nothing, well little, to do with sales money. It's all
background money to spupport the analog network. The providers want
to go back to the FCC and say they've flushed out all the old analog
phones and they want to terminate the service now. Not in a few years.
It's far more costly to keep the analog side going than digital.
