CallCommander can do this.  Specifically, there is a 'Call Skimmer' module  
that natively speaks to the various supported phone systems (all modern Telos 
gear, plus the Comrex/Gentner TS-612), and will automatically record calls 
when various programmable criteria (e.g. 'call is active on the main bank 
from lines 1,2 or 3') are met.  Several talk shows already use this to 
automatically 'skim' calls for later repurposing into show promos and such.  
It's especially handy when the folks doing the promo production are remotely 
located from the show site, as there are also scripting capabilities built-in 
that can be used to automatically post the recorded audio to FTP and web 
sites.
