The original intention of FCC was to make the TV core 7 - 51, but they
couldn't fit them all in without retaining low band, at least for now.  They
are hoping to be able to auction off 2-6, though there will have to be some
protections for the upper end of 4 and the lower end of 5 for the 72 - 76
MHz users (RC models, control links mostly for paging &c).

Many have considered the use of 6 and/or 5 for radio, and digital would be
ideal as error correction could eliminate much of the disadvantage of the
noises at low band, though 2 (54 MHz) is far more prone to this than 6.  But
I don't see anyone actually proposing it.  It could, for example, be used as
a transitional band until full digital FM is required in 201?.  Or it could
be used for a national allocation of satellators and LPFM's--that would
require less than 1 MHz.

Unfortunately, the equity in stick value and the leaderless FCC will prevent
this.
