Replying to my on post............   You could quadruple back up  a unified 
trunking system for many of these areas with hardened sites, hurricane  proof 
towers generators and Batteries spare antennas and lines for much less  than 
all these systems.  But your local chief would not be in  control,  he would 
have his own channel(s)  but no ability to contact  the sheriff or other services 
but its mainly about his control..
