Jason and Larry,
	 I understand your frustration, but the situation might have been
better if you'd put it all in writing, with copies to everyone, LECC's,
state broadcasters associations, FCC District Engineer in Charge, National
FCC EAS office.  As usual the squeaky wheel gets the grease.  Putting it in
writing covers your butt to a point and any responses in the files help
more.  When one person in the chain sees it's being spread around, they are
more likely to take action.  The biggest Egos in the world are especially
sensitive to having their flaws hung out in public for their peers to see.
It's a little harder to ignore something in writing (not an e-mail).  In
extreme cases, registered letter, return receipt requested really gets their
attention.
	Might Piss them off, but likely to get some action, hopefully
positive.
