Poor rulemaking and lack of enforcement of existing rules that began when 
Minnow led the FCC into the programming arena may have been SOMEWHAT
responsible for "the mess left behind."

The change of focus at the NAB, and the non-replacement of Prose Walker
on his retirement also contributed IMHO.

When irresponsibility is rewarded, it breeds a full crop of the same.
