That would have top be from some type of HV converter, commonly used for 
flourescent lighting in busses. Not sure about the trucks, though.

How many here have noticed some of the newer cars with pulsed LED tailights? 
If you sweep your eyes across them, they appear as a string of dots, not a 
streak as a steady light does. I wonder how much RFI those emit? I imagine it 
would be a raspy buzzing effect.
