Doesn't agree with my Excel spreadsheet, which includes ND-U Class I-As 
and Class I-Bs, but not Class I-Ns.

Class I-Ns appear to be exempt from minimum efficiency requirements.

I you do include Class I-Ns, then the results will be skewed much lower 
than my computed 195 degree average, as only two of the many Class I-Ns 
operate with a Class A minimum conforming radiator.
