The Nab doesn't care they went after LPFM's at the time. They were concerned 
with XM and Sirius and Direct TV Satellite.  The FCC failed due to 
deregulation, lack of talent in the field, plus lack of talent and care by station owners 
who just installed STL's all over the place and never filed for CP's or 
licenses.  The FCC didn't know anything about what was going on in Part 74 for 
years.  The SBE coordination was not even FCC Officially sanctioned so many guys 
never called or listed their channels with the SBE Coordinator.  Try to do that 
in the two-way busness!!.  Things got out of hand and complaints started 
coming in.  The FCC asked all broadcasters to declare their RPU and STL 
frequencies since they had lost their database...Finally they had to do something and 
they used the satellite and commercial microwave model, allocation and charge 
for coordination by an established firm.  So due to the fact that many of our 
managers, owners and our peers didn't care enough to do their very best, we are 
now saddled with alot of paperwork for a little old 5 mile STL path.

It doesn't take any major talent to plot the path, do the calculations, 
without a computer, to do the application for that "little old 5 mile" STL path.   
Well what does it cost you in time and money now?
