Plow it in as far as you can, poke the rest on land in with a stick. 
Once you get to the water a small boat and some rocks are the answer. 
Pull the line out to where you want it tie it to something heavy (the 
rock) and drop! Note in salt water it's highly advisable to use larger 
wire and/or insulated wire.  When exposed to salt water for a few years 
the radial will turn black and thick. If you then pull on it you'll find 
that it easily breaks. once it breaks you'll find that very little (like 
a #24) amount of copper is left in the very center of the wire. #8 bare 
wire should be good for about 15 years, and #10 about 8 years Judging 
from what I've seen here in Fla.
