The problem is that the same channels are re-used
several times within each market.  

Cell sites using the same channel group are generally
spaced far enough not to be illuminated twice by
terrestrial users, but a high-flying plane could
easily do this (even though the call is being sent to
the PSTN by only one site) possibly reducing capacity
on the system and blocking other desired signals.  

In the original 800 MHz FM AMPS system, the original
goal was to maintain a signal-to-interference ratio of
17 dB over 90% of the coverage area of each "cell" by
providing ample separation of sites.  However, I'm not
sure what the newer digital systems require.
