[BC] 911 service and VoIP users

Of course, the FCC recently addressed the e911 issue for VoIP services
that interconnect to the PSTN. The new rules are in part 9 of the FCC
rules. A link to the Federal Register announcement of the new rules is at
http://www.hallikainen.com/FccRules/2005/ . Once the rules become
effective, they will also be on that page. A key part of the new rules is
that they only apply to "interconnected" VoIP services. To be
interconnected, such a service must allow users to accept calls from the
PSTN AND place calls into the PSTN.
