How about if the station just moves all of their clocks ahead 8 seconds? 
Thus, *all* programming elements would be done 8 sec ahead, the exception, of 
course, being satellite feeds, which would come across as 8 seconds "late". When 
joining a network newscast, incorporate the time-tone "hit" right at 
top-of-hour, then an 8 second station ID/liner to go into the news, which will be "live" 
8 seconds later.
