All of the big broadcasters have a vested intereest. AFIK, the whole thing 
was about to stall due to lack of funding, so the broadcasters gave it a 
shot in the arm. I don't think it was done so they could generate another 
revenue stream from Ibiquity. It was about moving to digital like the rest 
of the world.
