Harold, I think the answer to your question is NO.  Large cities are already 
working up plans to migrate public safety architecture to wireless IP mesh 
networks.  Even assuming a good deal of RF spectrum is kept for emergency backup, 
I suspect Public Safety need for this spectrum would trend down, not up.

"Public Safety" plays well in Congress and maybe at the FCC, but I suspect that 
eventually all that spectrum will simply be sold to the highest bidder.
