But they are census numbers for the central city only. This is something
that always amazes me about newspaper reporting, too... The use of a figure
that does not express the true population of what everyone but local
municipal government folks consider to be "their city." 

This is why the divisions of government that deal with economic reality,
like the OMB and such, use MSA and CMSA data, not city by city data. 

If I am out of town, I tell people I live in LA. If I am in town, I say
Burbank. I would wager most people think of themselves as being part of the
"big city" even if they live in a suburb. 

Even the FCc relaxed the COL coverage requirements, probably as much due to
these factors as anything else.
