Yes, WTOP may have a poor signal in some areas of its "coverage area". ,However, 
WTOP has a local quality signal here in the Baltimore Area.  And of note, I heard 
WTOP, one evening with a good signal when I lived in Germany.  Their DA seems to 
be pretty efficient.
