One of the better sources on the subject is published by the League and 
written by Fred Hopengarten, K1VR who is an attorney with extensive 
experience in tower zoning matters.   Although it's written primarily for 
the amateur community, much of the material can be applied to commercial 
cases.  Anyone contemplating a tower zoning or ordinance variance may want 
to read his material to better prepare themselves, and their own attorneys, 
for the process.
