A good example of this is the various state aeronautics departments and 
commissions who regulate and ISTR tax some portions of aviation operations
within their states.

Another is the parallel operation of public utilities commissions and
the FPC as well as state health departments and the CDC. It goes on
and on. If the state does nothing to interfere with federal enforcement,
and relieves the Fed's of some of the work they aren't doing, what's the
problem. Last time I looked, most states had parts of the National Guard,
yet we have the US Armed Forces. States can arrest for forgery and 
counterfeiting if they have laws against it. Why not have state
communications laws enforced by the states? Federal power is, after all,
derived from the consent of the states in their approval of the US
Constitution and its ammendments.
