    A few years ago here in Grand Rapids, the local court shut down a 
non-com. Yes, the FCC is the only one who can "pull" your license, but 
the local folks require you to have a license to operate a business, 
even a non-profit. They owed a lot of people, and the judge declared the 
NCE bankrupt and then ordered their "non-profit" business to stop 
operating. Legal? Maybe, maybe not.
